Each of ABSA’s policy objectives are articulated through a framework that includes:
- Background: The context for the policy objective
- Aim: The specific outcome sought by the policy
- Principles: How we will judge effective policy
- Policy solutions: The combination of policies that ABSA believes must exist to effectively achieve the objective and aim
- Action: The priority policies – or aspects of policies – that require immediate implementation.
Due to the multiplying effect of some actions (ie mandatory disclosure and residential best practice indicators), policies are often recommended to achieve more than one policy objective, likewise, a situation may not require use of all the policy solutions, just because it fails the policy objective.
A combination of research and judgement by ABSA staff, Board and relevant committees will determine the best combination of solutions to address the issue. The combination of solutions will be outlined in a policy statement and/or submission (depending on the purpose and audience), and where necessary, media release.
